Speaking at a press conference in Jodhpur, VHP Rajasthan Legal Head and senior Rajasthan High Court advocate Advocate Moti Singh Rajpurohit said the bill addresses long-standing problems faced by residents who have been living under fear, pressure, and uncertainty for years.
“Many people were forced to sell their homes not by choice, but because of fear,” Advocate Moti Singh Rajpurohit said. “This law finally gives protection to those families who simply want to live in peace.”
Advocate Moti Singh Rajpurohit thanked Chief Minister Bhajan Lal Sharma and the state cabinet for approving the draft, saying the decision shows that the government has listened to ground-level concerns raised repeatedly by residents and civil society groups.
Explaining the situation in many unrest-prone areas, Advocate Moti Singh Rajpurohit said unchecked illegal occupation and distress property sales slowly destroy the social balance of a locality. “When people feel unsafe in their own homes, it is not just a legal issue, it becomes a human issue,” he said.
Under the proposed law, Advocate Moti Singh Rajpurohit explained, any property transaction in a notified unrest area will require prior approval from the district administration. This step is meant to ensure that no one is forced to sell property under pressure and that transactions happen at fair market value.
Advocate Moti Singh Rajpurohit noted that more than 86 such sensitive locations have already been identified across Rajasthan. Once the bill becomes law, he said, authorities will have clear legal powers to act against those creating fear, spreading unrest, or benefiting from illegal property dealings.
The bill also places strict limits on benami transactions and unauthorized conversion of residential houses into commercial units. According to Advocate Moti Singh Rajpurohit, these practices have often been used to change the character of neighbourhoods without accountability.
Highlighting safety concerns, Advocate Moti Singh Rajpurohit said the legislation gives special attention to the security of women, elderly residents, and vulnerable families. Stronger policing and action against damage to public property are also part of the framework.
Responding to criticism, Advocate Moti Singh Rajpurohit clarified that the bill does not target any community. “This law is about protecting law-abiding citizens. It is about peace, not politics,” he said.
Wrapping up the interaction, Advocate Moti Singh Rajpurohit said the Vishwa Hindu Parishad has been demanding such protection for years. He expressed confidence that once implemented, the law will help restore trust, stability, and a sense of security in affected areas across Rajasthan.
